The Wii seems to detect the hard drive since it would light up, but Im thinking I did the formatting wrong so none of the applications show up. USB Loader would not see the HDD after that change so I replaced the original file. I pressed 1 on the Wii remote and made sure it had USB selected. Once you press A on your Wii Remote it will power off and be unusable. Now the USB loader is able to see the drive but not write to it, so I used the v60-222.dol. I first tried the new HBL2HBC app, which worked.
